Project Development Services
Initiation
Every successful project begins with a compelling concept or catalyst. In the earliest phase, it is essential to capture the client’s vision and objectives while mapping the pathway from idea to realization. This requires a clear understanding of policy, legal and regulatory framework, project-specific parameters, and the development opportunities and constraints inherent to the site. By integrating these factors, we can construct a robust, defensible business case that transforms vision into reality.
At initiation stage we usually provide following services:
-
Initial meetings with project initiator, identification of client, definition of client expectations
-
Review of preliminary idea / concept / project parameters and business case
-
Policy, legal and regulatory cross-check for proposed projects and identification of development challenges
-
Preliminary site characterization and risk assessment
-
Collection and audit of project site ownership information (project footprint, cadastral information, ownership, site access, land lease agreements, claims, liabilities, environmental and social legacy issues,...)
-
Review of spatial plans for proposed site and surrounding area (national and local spatial plans, development plans, zonning maps, restricted/allowed activity,...)
-
Development of project specific Roadmap
Planning
The planning phase encompasses a comprehensive suite of activities, beginning with the precise definition of project parameters and the preparation of design documentation required for permitting. It also involves developing a robust GIS database to underpin design work, assessing environmental and social impacts, and identifying site-specific constraints and opportunities. At this phase project takes shape by aligning it to policy, legal and regulatory framework and spatial planning. Concurrently, a business plan and financial model are formulated to evaluate financial and economic viability, while the strategic partnerships necessary for implementing the chosen project structure are identified. Together, these elements provide a solid foundation for successful project execution based on clearly defined steps and milestones.
At planning stage we usually provide following services:
-
Definition of project vision and objectives
-
Conceptual design for the project (e.g. design of solar park, estimation of capacity, grid connection requirements, required activities related to environmental and construction permitting processes,...)
-
Building of robust GIS database to include following information:
-
Cadastral information (administrative boundaries, land parcels), spatial planning (country spatial plan, municipal development projects, zonning maps,...)
-
Detailed topographical survey (Orthophoto, DSM, DTM)
-
Infrastructure (transportation, traffic, electricity, water, waste management)
-
Facilities and community services (schools, healthcare, cultural, religious,...)
-
Settlements and social information (buildings, socio-economic data,...)
-
Environmental baseline data (land/soil type, land use, geology and geomorfology, hydrology, surface and underground water, air quality, noise and vibrations, climate, panorama, habitats, flora, fauna, protected species, waste management, contamination hotspots, protected areas,...)
-
Cultural heritage (protected areas, objects,...)
-
-
Project specific information (footprint, layouts,...)
-
Estimated costs and benefits, including wider values to society
-
Possible financial models
-
Financial and economic viability
-

Permitting
During the permitting phase, the project team prepares and submits the full suite of technical, environmental, and administrative documentation needed to obtain both the Environmental Consent and the Construction Permit. This work encompasses preliminary scoping studies, a comprehensive Environmental and Social Impact Assessment (ESIA), and detailed engineering design packages. All supporting studies, consents, and approvals are compiled to satisfy regulatory requirements, site-specific construction conditions are addressed, and regulator feedback is managed in a timely manner. Completion of these steps culminates in the issuance of the Construction Permit, and any additional authorisations or licences required for project execution.
At permitting phase we typically provide following services:
Project Design Documentation
-
Preliminary or final design documentation (architectural, structural, geotechnical, electrical, mechanical, water and sanitation, fire protection, site organization, BOQ, timeplans, HSE,...)
Project Specific Activities
-
Renewable Energy, Storage and Grid Connection: Design of Solar Parks, Wind Parks, BESS and Pumped Hydro Storage, Grid Connection (transmission and distrubution)
-
Land remediation activities: land remediation and restoring, redevelopment of brown sites, waste disposal sites, reprocessing of industrial waste and mine tailings, solid waste disposal, design of recreational parks and green areas, reforestation, etc.
Construction Permit
-
Preparation of Construction Permit application with all required documentation, depending on project categorization (type and size of the project, permitting phases, the issuing authority)
-
Preparation of application for Construction Conditions
-
Preparation of application for Construction Permit
-
Liasing with permitting authority (municipality or ministry)
-
Support in obtaining the required approvals (infrastructure connection, cultural heritage, fire protection,...)
Environmental and Social Impact Assessments (ESIA)
-
Screening & scoping — project classification, ESIA Terms of Reference, and authority liaison
-
Baseline studies — physical, biological, and socio‑economic surveys using GIS, remote sensing, and participatory fieldwork
-
Impact prediction & modelling— air/noise dispersion, water quality, biodiversity habitat loss, community H&S, labor & gender analysis

Financing
During the financing phase, we deliver end-to-end support across the capital-raising spectrum. Our work comprises rigorous financial analysis and modelling, preparation of bankable business plans, negotiation of commercial agreements, optimisation of debt-equity structures, and development of investor-ready teasers and fact sheets. We establish and maintain secure data rooms, manage technical and financial due-diligence processes, and run competitive EPC and O&M procurement. Acting as the client’s primary interface with lenders, grant authorities and public-funding agencies, we align every project element with financing requirements to ensure bankability and long-term economic viability.
Realization
During the implementation phase, we serve as the Owner’s Engineer, safeguarding technical quality, schedule discipline, and cost control throughout construction and commissioning. Our team coordinates all logistics—organising transport, managing customs clearance, and ensuring just-in-time delivery of equipment and materials to site. We obtain and track every necessary working permit, enforce rigorous health-and-safety protocols, and implement continuous environmental monitoring with timely regulatory reporting. Comprehensive progress reports keep sponsors, lenders, and other stakeholders fully informed, ensuring transparent, efficient, and compliant project execution.
Operation & Maintenance
During the operations phase, we oversee the full life-cycle performance of the asset. Our specialists secure and renew all operating licences, establish best-practice O&M programmes, and supervise day-to-day plant management to maximise availability and minimise downtime. Continuous environmental monitoring is coupled with adaptive monitoring protocols, allowing data-driven adjustments that keep the facility compliant and optimised under evolving conditions. We prepare and submit all statutory regulatory reports, and administer warranty obligations—tracking claims, coordinating with manufacturers, and verifying remedial works—to safeguard both technical integrity and financial returns throughout the asset’s operational life.
