Support to strengthening sustainable and multipurpose forest management to improve rurallivelihoods and address climate change in Kosovo

The Drone (UAV) Training Program, conducted for the Kosovo Forest Agency (KFA), was a strategically designed initiative to address the growing demand for advanced technological solutions in the field of forest management. With the continuous evolution of Unmanned Aerial Vehicles (UAVs) and their applications in various industries, it has become increasingly vital for organizations like KFA to harness the potential of UAV technology.


The rationale behind this training program stemmed from recognizing UAVs as powerful tools that can revolutionize the way forest management is approached. UAVs offer unprecedented advantages, including rapid data acquisition, enhanced safety, cost-effective forest monitoring, and precise data-driven decision-making. However, harnessing these benefits requires a comprehensive understanding of UAV operation, regulatory compliance, and data processing.


The introduction of this training program sought to initiate the bridge the knowledge gap within KFA, empowering its personnel to leverage UAVs effectively for forest management. The program's inception was a proactive response to the dynamic landscape of UAV technology, regulations, and the evolving needs of the forestry sector. KFA with the support of FAO aimed to equip its staff with the necessary competencies to adapt, innovate, and remain at the forefront of sustainable forest management practices.


In line with these objectives, the Drone (UAV) Training Program was meticulously structured to encompass both theoretical and practical components. The theoretical sessions provided participants with a robust foundation in UAV technology, legal compliance, CAA and KFOR requirements, technical specifications, and software utilization. The practical training allowed participants to translate this knowledge into tangible skills through hands-on flight operations and experiencing real-world stone quarry monitoring missions.


1.    Methodology

The Drone (UAV) Training Program employed a well-structured and comprehensive methodology, carefully designed to ensure that participants gained an understanding of UAV technology, and the mandatory legal obligations/limitations from the competent authorities in Kosovo and get the necessary practical skills to operate the UAV. The training methodology encompassed two main components:


1.1      Theoretical Session

The theoretical training session was conducted in a classroom environment, in the office of the Trainers providing the training on UAV. The participants were offered an opportunity to delve into the foundational concepts and regulations surrounding UAV operation.


The theory component comprised the following key elements:


  1. Basics of Unmanned Aerial Vehicles (UAVs): Participants were introduced to the fundamental principles of UAVs, exploring their roles in forest management, potential use cases, and the associated benefits. This session laid the groundwork for understanding how UAVs could transform traditional forest management practices.


  2. Legal Requirements and Restrictions: A comprehensive overview of the legal landscape for operating UAVs in Kosovo was provided. These included regulations issued by the Civil Aviation Authority (CAA) and KFOR regulations and requirements. Participants learned about UAV registration, obtaining a Remote Pilot License (RPL), and rules, and restrictions governing operations, including aspects such as Visual Line of Sight (VLOS), airspace limitations, altitude, night operations, and no-fly zones. The participants were also provided with handout materials/forms on registering UAVs, obtaining flight permits, etc.

  3. Requirements for Operating Category 3 UAVs in Kosovo: This session detailed the specific requirements for operating Category 3 UAVs, including aspects such as categorization, flying area classifications, RPL, registration, flight permits, operational limitations, and airspace restrictions. Furthermore, participants were introduced to the knowledge test, covering topics related to regulations, airspace, drone operations, weather, human factors, and emergency procedures. 

 

  1. Technical Specifications and Capabilities: Participants were provided with an exploration of the technical specifications and capabilities of the DJI Matrice RTK 300 drone and its payload, ZENMUSE H20T. This segment covered aspects like flight performance, flight control, obstacle avoidance, safety features, payload capabilities, imaging, and integration possibilities.   

 

  1. Assembly and Disassembly: Participants were provided with knowledge about assembling and disassembling the DJI Matrice RTK 300 drone, including the mounting and dismounting of propellers, landing gears, payload, and batteries. Additionally, best practices for battery management, including charging and storage, were emphasized.


  2. Setting up the UAV: Participants were guided through the process of setting up the DJI Matrice RTK 300 for its maiden flight. This included unboxing, inspection, battery and controller charging, activation, firmware updates, and software installation. A comprehensive manual overview was also provided.


  3. Overview of Software Applications: An exploration of software apps and platforms for mission planning, piloting, data processing, and sharing was presented. Participants gained insight into the DJI Pilot apps, both manual flight and planned missions, as well as an introduction to creating DJI accounts for seamless integration.


Prior to continuing with the practical sessions, both trainers updated the firmware of the DJI Matrice RTK 300 in the FAO office. This firmware update included the updates in the Drone, Controller, ZENMUSE H20T, battery charger, and batteries. This was a necessary step to have the DJI Matrice RTK 300 ready for the practical sessions. During the initial assembly it was noted that one battery was faulty, battery was not charging and it was not possible to update the firmware. Battery replacement is recommended.


1.2      Practical Sessions

The practical training component was conducted over three days and focused on hands-on experience to reinforce theoretical knowledge and build practical skills. The practical sessions comprised the following:


Day 1: Participants engaged in manual flight operations using a progression of UAVs, beginning with the lightweight DJI Mavic Mini and DJI Mavic Mini 2 to advance to other categories of UAVs in the following days. The UAVs used during the practical sessions were provided by the Trainers. The location of the flights was Blinaja National Park which is under the management of KFA. The trainees, under the monitoring and supervision of the trainers operated with lightweight drones for few hours in order to get familiar with how drones operate as this was the first time that they operated a drone.  The objectives of day 1 of the practical sessions included gaining familiarity with the UAV controller, executing visual line of sight (VLOS) operations, learning takeoff and landing procedures, understanding obstacle avoidance, managing emergency situations under manual control, optimizing battery life, and operating the camera for photography and videography.


In the first day of the practical session, the participant expressed the wish to experience a stone quarry monitoring mission. The participants explained that KFA leases areas to used by stone quarries all over Kosovo and it is KFA’s responsibility to monitor the use of the assigned area by each stone quarry once a year. This monitoring process is taking too much time as they must manually geo-reference areas around the stone quarry. This is especially a hazardous process as it involves working at high altitudes while the stone quarries are in operation. There is also a high risk of being bitten by snakes in these areas.  Following this request and discussion with KFA participants, the Trainers agreed to do the forest mapping together with KFA in an abandoned stone quarry selected by KFA. This provided a great opportunity for KFA participants to practice operating UAVs and at the same time obtain hands-on knowledge on monitoring the land use by stone quarries.


Day 2: This day focused on a real-world case study involving a stone quarry land use monitoring mission (as requested by KFA on Day 1).

The location of the abandoned stone quarry was near the Blinaja National Park. Participants were guided through the entire process, from planning a mapping/monitoring mission using the DJI Pilot 2 app, to connecting and using the RTK in executing the mission with RTK precision.

The monitoring/mapping mission was conducted by the trainers who at the same time explained every step to participants.

 

The participants were also informed about the process of using aerial photos by utilizing photogrammetry software (RealityCapture) and exporting digital surface models. Following the completion of the monitoring mission in the field, the participants were able to witness the processing of data and see the final product of that mission.


The product presented to KFA participants was a georeferenced digital surface model in 3D of the whole area of the stone quarry. Using this product, KFA can know exactly and compare the use of land by the stone quarry compared to the lease contract. The participants were fascinated by the product of the monitoring mission as this can potentially reduce the time KFA uses to monitor these stone quarries manually as well as reduce the possibility of having its employees harmed by operating in hazardous areas.

n addition to the stone quarry monitoring mission, the participants had the opportunity to operate and further familiarize themselves with the UAVs of Category 1 and 2 and build on the practice gained on the first day of the practical training.

 

Day 3: The third day was divided into two parts, the part of hand-over of the 2 UAVs (DJI Matrice RTK 300) from FAO to KFA. The Minister of Agriculture, Forestry and Rural Development was present is the hand over as well.

   

Following the hand-over ceremony, a flight with DJI Matrice RTK 300 was demonstrated for the Minister and all the participants present. This flight also including a summary of main points to be considered before, during and after operating the UAVs, with the special emphasis on Category III UAVs.

Following the hand-over ceremony, in the location Blinaja National Park, the trainees had the opportunity to put into practice the knowledge gained during the first three days and operated the DJI Matrice RTK 300. All participants operated the DJI Matrice RTK 300 and were capable to put into practice the knowledge and skills gained during this training.

   

The training program methodology ensured a balanced approach, combining theoretical knowledge with practical skills development. Participants were not only equipped with a profound understanding of UAV technology and regulations but also gained hands-on experience in operating UAVs for forest management, reinforcing their readiness to apply these skills in real-world scenarios.

 

2.    Participants

The whole training program was attended by the six participants from the Kosovo Forest Agency (KFA). These participants were eager to enhance their skills in UAV operation for forest management. The training was also attended by FAO staff to monitor the training delivery.


 

3.    The Content of the Training Program

The Drone (UAV) Training Program was thoughtfully structured to provide participants with a comprehensive understanding of UAV technology, its applications in forest management, and the practical skills required for UAV operation. The content of the training program can be categorized as follows:


Basics of Unmanned Aerial Vehicles (UAVs)

  • UAV Role in Forest Management: Participants were introduced to the diverse roles that UAVs play in forest management, including forest monitoring and mapping, inventory and planning, health assessment, prevention of illegal logging, fire detection and prevention, and wildlife management. These applications were explored in detail to illustrate the transformative potential of UAV technology in forestry.

  • Possible Results and Benefits: The training emphasized the benefits that UAVs bring to forest management, such as enhanced efficiency and accuracy, improved safety for field personnel, early detection and rapid response to forest issues, data-driven decision-making, and the promotion of sustainable forest management practices.


Legal Requirements and Regulations

  • CAA Requirements and Restrictions: Participants gained insights into the regulatory framework established by the Civil Aviation Authority (CAA) in Kosovo. Key topics included regulations governing unmanned aircraft systems (UAS), UAV registration, obtaining a Remote Pilot License (RPL), and adherence to rules and restrictions, including Visual Line of Sight (VLOS) operations, restricted airspace, altitude, no-fly zones, and night operations.

  • K-FOR Requirements and Restrictions: The training also covered updates and specific requirements imposed by K-FOR regarding UAV operations, ensuring that participants were well-informed about any additional restrictions or considerations applicable to their operations.


Prior to providing the participants with the specific requirements imposed by K-FOR, FAO organized a meeting between K-FOR, CAA, KFA, FAO, and Trainers on 16th August 2023. In this meeting, it was agreed that the requirements and restrictions imposed by K-FOR will be respected by KFA. This meeting was also important as it established a line of communication between KFA and K-FOR to get fast permits for flying in cases when there might be a need to react fast in cases of fire detection and prevention.

 

 

Operating Category 3 UAVs

  • Operation Requirements: Participants were guided through the categorization of UAVs and what each category implies for Kosovo Forest Agency (KFA). They learned about the precise requirements for operating Category 3 UAVs, including the classification of flying areas, obtaining a Remote Pilot License (RPL), registration processes, acquiring flight permits, and understanding operational limitations and airspace restrictions.

  • Knowledge Test: The training detailed the components of the knowledge test that participants would need to pass, covering topics such as regulations and laws, airspace and navigation, drone operations, weather and meteorology, aeronautical communication, human factors, and emergency procedures. This comprehensive knowledge test ensured that participants were well-prepared to operate UAVs within regulatory boundaries.

 

Technical Specifications and Capabilities

  • DJI Matrice RTK 300: Participants received an in-depth exploration of the DJI Matrice RTK 300 drone, covering flight performance, flight control mechanisms, obstacle avoidance and safety features, payload capabilities, and intelligent flight modes and features. This knowledge enabled participants to fully comprehend the capabilities and limitations of the primary UAV used in the training program.

  • ZENMUSE H20T: The training also delved into the specifics of the ZENMUSE H20T payload, including camera sensor capabilities, imaging functionalities, and its seamless integration with the DJI Matrice RTK 300. Understanding the payload's capabilities was crucial for participants to make informed decisions regarding data collection.

Assembly and Disassembly

  • Assembly Process: Participants were provided with practical guidance on unpacking all drone components and the step-by-step process of mounting and dismounting propellers, landing gears, payload (camera/sensors), and batteries. This segment ensured that participants could confidently and safely assemble the UAV for flight operations.

  • Best Practices: The training program emphasized essential best practices, such as operating within optimal temperature and environmental conditions, effectively managing battery cycles, and safely charging and storing batteries to prolong their lifespan and ensure reliable UAV performance.

Setting up the UAV

  • Unboxing and Inspection: Participants were taught how to unbox and inspect the DJI Matrice RTK 300, ensuring that all components were in working order and ready for flight.

  • Charging Batteries and Controller: Charging procedures for both the UAV's batteries and the controller were covered in detail, ensuring that participants could maintain their equipment effectively.

  • Activation and Firmware Updates: Participants were informed how to activate the UAV and perform necessary firmware updates to ensure that the drone was operating with the latest software for optimal performance.

  • Flight Control Software Options: The training explored various flight control software options, enabling participants to choose the most suitable software for their specific operational needs.

  • Software Installation and Setup: Participants were guided through the process of installing and configuring the necessary software for flight control and mission planning, ensuring a seamless setup process.

  • Manual Overview: A comprehensive manual overview was provided, giving participants a thorough understanding of the UAV's features and controls, empowering them to operate the drone effectively and safely.

Overview of Software Applications and Platforms

  • Understanding the Controller: Participants gained insight into the UAV controller, whether it was the DJI RC Plus or Smart Controller Enterprise, ensuring they could navigate and utilize it effectively.

  • Overview of Pre-installed Flight App (DJI Pilot): The training program introduced participants to the DJI Pilot app, covering manual flight operations and planned missions. This segment equipped participants with the skills needed to start using the app for various mission types.

  • Walkthrough of DJI Account Creation: Participants were guided through the process of creating DJI accounts, facilitating their integration into the DJI ecosystem for seamless data management and sharing.

The content of the training program was carefully structured to build a comprehensive foundation in UAV technology, legal compliance, technical proficiency, and operational best practices. Participants were empowered with the knowledge and skills required to start operating UAVs effectively for forest management applications, ensuring that they could start leveraging this cutting-edge technology to its full potential in their roles within the Kosovo Forest Agency (KFA).

 

4.    Benefits of the Training for Participants

The Drone (UAV) Training Program delivered a multitude of significant benefits to the participants, enhancing their capabilities and preparing them for effective UAV utilization in forest management. The training's impact was far-reaching and included the following key advantages:

1. Enhanced Understanding of UAV Roles in Forest Management:

Participants gained an understanding of the diverse roles that UAVs play in forest management. They were equipped with knowledge of how UAVs can be utilized for forest monitoring, mapping, inventory management, health assessment, illegal logging prevention, fire detection, and wildlife management. This comprehension broadened their perspectives and enabled them to envision innovative solutions to complex forestry challenges.

2. Regulatory and Legal Compliance:

The training program ensured that participants were well-versed in the legal requirements and regulations governing UAV operations in Kosovo. This included comprehensive knowledge of the Civil Aviation Authority (CAA) regulations and K-FOR requirements. As a result, participants were not only aware of their responsibilities but also capable of ensuring strict adherence to regulations, minimizing legal risks, and obtaining the necessary permits for their UAV operations.

3. Competence in Operating Category 3 UAVs:

Participants became familiar in the operation of Category 3 UAVs, including the DJI Matrice RTK 300. They acquired the skills necessary for registering UAVs, acquiring flight permits, and effectively navigating operational limitations and airspace restrictions.

4. Knowledge of Technical Specifications:

Participants gained an understanding of the technical specifications and capabilities of the DJI Matrice RTK 300 and its payload, ZENMUSE H20T. This knowledge empowered them to make informed decisions regarding UAV selection and payload configuration based on mission requirements.

5. Knowledge in UAV Assembly and Disassembly:

The training provided knowledge in assembling and disassembling UAV components, ensuring that participants could safely and efficiently prepare the DJI Matrice RTK 300 for flight. Additionally, participants acquired best practices for battery management, including temperature and environment considerations, battery cycle management, and safe charging and storage procedures.

6. Effective Setup and Software Utilization:

Participants were informed on how to set up the DJI Matrice RTK 300 for its maiden flight, including unboxing, inspection, battery charging, controller setup, activation, firmware updates, and software installation.

7. Introduction to Software Applications:

Participants were introduced to various software applications and platforms for mission planning, piloting, data processing, and data sharing. They became familiar with using the DJI Pilot app for manual and planned missions.

8. Practical Flight Experience:

The hands-on practical training component provided participants with invaluable flight experience. Over the course of three days of practical sessions, participants had the opportunity to operate different UAVs, slowly progressing from Category I to Category III UAVs. This practical experience enhanced their confidence, got them familiar with operating UAVs, improved their flight skills, and ensured that they can handle UAV operations in real-world scenarios.

9. Stone Quarry Land use monitoring:

The training culminated in a stone quarry land use monitoring mission, where participants had the opportunity to see and experience how to plan, execute, and process data from a real-world UAV mission.

10. Empowerment for Data-Driven Decision-Making:

Ultimately, the training program empowered participants with the knowledge and skills required for data-driven decision-making in forest management. They were informed about leveraging UAV technology to collect accurate and timely data, which could be analyzed and used to inform critical decisions related to forest monitoring, conservation, and sustainable management practices.

In conclusion, the benefits of the Drone (UAV) Training Program were substantial and far-reaching, equipping participants with the knowledge and skills needed to leverage UAV technology effectively in their roles within the Kosovo Forest Agency (KFA). Participants left the program not only with theoretical knowledge but also with practical knowledge, enabling them to contribute significantly to KFA's mission of sustainable forest management and conservation.

5.    Conclusion

The Drone (UAV) Training Program, for the Kosovo Forest Agency (KFA) was a resounding success, delivering a multitude of positive outcomes for both participants and the organization. The following conclusions highlight the key achievements of the training program:

  1. Empowered Participants: The training program successfully empowered participants with comprehensive knowledge and practical skills related to UAV technology and its applications in forest management. Participants demonstrated an understanding of UAV roles, legal compliance, technical specifications, and software utilization.

  2. Legal Competence: Participants left the training with an understanding of the legal requirements and regulations governing UAV operations in Kosovo. This legal competence is essential for ensuring regulatory compliance and the lawful execution of UAV missions.

  3. Category 3 UAV operation: The participants acquired knowledge in operating Category III UAVs, particularly the DJI Matrice RTK 300. This knowledge extends to registering UAVs, securing flight permits, and navigating operational limitations and airspace restrictions effectively.

  4. Technical Knowledge: Participants gained a thorough grasp of the technical specifications and capabilities of the DJI Matrice RTK 300 and its payload, ZENMUSE H20T. This technical knowledge enables participants to make informed decisions regarding UAV selection and payload configuration.

  5. Practical Skills: The hands-on practical training component provided participants with invaluable flight experience and practical skills. Participants are now prepared to start operating UAVs.

  6. Stone quarry monitoring: The stone quarry monitoring mission allowed participants to experience the application of gained knowledge and skills in a real-world scenario.

  7. Data-Driven Decision-Making: The training program empowered participants to engage in data-driven decision-making.

 

6.    Recommendations

While the Drone (UAV) Training Program achieved its objectives successfully, the Trainers are of the opinion that 4 days of training are insufficient for exploring all features and benefits that UAVs may provide to KFA. Hence, the following are recommendations are provided for further improvements and continued progress:

  1. Advanced Training: Consider offering advanced training sessions for participants who wish to deepen their knowledge and skills in specific areas of UAV operations, such as advanced flight techniques, data processing, and specialized payloads.

  2. Stone Quarries Monitoring missions: Consider offering hands-on training to the assigned individual in KFA on Stone Quarries Monitoring using UAVs. The real-world case provided during the second day of the practical session proved that such missions could be extremely valuable to KFA. The hands-on training/coaching could be by identifying all the stone quarries in Kosovo, then the trainers could coach the KFA to plan each mission, execute and process the data. It is recommended that the first missions in all the stone quarries be conducted by professionals who would be passing the knowledge to KFA staff. The professional UAV operators would also leave all the planned missions to KFA in order to use the same missions after one year and see the differences.

  3. Continuous Updates: Make sure that there is a person assigned in KFA who will stay aligned with evolving regulations and technological advancements in the UAV industry.

  4. Application of Knowledge: Encourage participants to apply their newly acquired knowledge and skills in real-world scenarios within the Kosovo Forest Agency. This practical application will maximize the impact of the training and further enhance their expertise.

  5. Training on Remote Pilot Licensing: During the training, it was emphasized in numerous cases that the individuals operating Category III UAVs are required to be licensed by CAA for keeping the operations compliant. It is of crucial importance that the training participants be prepared to take the test and get licensed as UAV operators.

  6. Knowledge Sharing: Encourage participants to share their knowledge and experiences within the organization, fostering a culture of continuous learning and innovation.

  7. Data Processing: Explore opportunities for the provision of specific and specialized training for KFA trainees in data processing as this will be crucial for making forest management more efficient and cost-effective.

  8. Resource Allocation: Allocate sufficient resources for the maintenance and upkeep of UAV equipment to ensure continued operational readiness and safety.


In conclusion, the Drone (UAV) Training Program for KFA not only achieved its immediate goals but also positioned the organization for continued success in leveraging UAV technology for sustainable forest management. By implementing these recommendations, KFA can further strengthen its capabilities and leadership in the field of UAV-based forestry practices and become the most cost-efficient organization in the region. This training program exemplifies KFA's commitment to embracing technological advancements and fostering a culture of excellence in the pursuit of its environmental conservation and forest management mission.
